Douglas N. Collins

Doug Collins is the Talent Acquisition Director for the Human Resources Directorate at Oak Ridge National Laboratory.  As Talent Acquisition Director, Doug leads strategies to attract, hire, and retain highly specialized talent across scientific, technical and operational disciplines.  He also works closely with laboratory leadership and hiring partners to align workforce planning with long-term research priorities and strengthen the candidate experience.

Doug brings extensive experience to this role which includes over 25 years of operational, project management, and process improvement experience in both the private and public sectors.  Doug joined the Laboratory in 2007 and has served in various compliance and continuous improvement leadership roles.  Most recently, he served as the Chief Operating Officer for both the Physical Sciences Directorate and for the Quantum Science Center where he was responsible for all directorate and center operational activities.  He also served as the Deputy Project Management Director for the Exascale Computing Project where he coordinated operational activities for the project.

Doug holds an Engineering Degree from Tennessee Technological University and a master’s in management and human resources from the University of Tennessee, Knoxville.  He also holds a Project Management Professional (PMP) certification from the Project Management Institute.
